- Summary: the PCs navigate a city where rival gods compete through their mortal followers, and the PCs are caught in a divine conflict
- The gods involved and their mortal representatives

2. THE CITY -- DESCRIPTION (1 page)
- The city's layout: districts, major landmarks, walls
- The pantheon and their domains
- How the gods influence the city

3. THE TEMPLE DISTRICT (2-3 pages)
- Major temples and their priests
- 4-5 temples with different gods
- Each temple: priest, ritual, dungeon level, treasure
- Conflicts between temples

4. THE MERCHANT DISTRICT (1.5-2 pages)
- Markets, guildhalls, trading posts
- 3-4 locations and NPCs
