Design a sampling plan for the study described in {study_goal}. Reason through each commitment: (1) Define the target population precisely — the group conclusions will apply to — and separately the sampling frame actually accessible; state the gap between them, because that gap is coverage bias no statistics can later fix. (2) Choose the sampling method and defend it: simple random where a full frame exists, stratified where subgroup precision matters (specify strata and allocation), cluster where access is geographic, systematic where a list has no periodic structure — and if convenience sampling is unavoidable, say so and confine the claims accordingly. (3) Compute sample size from the required precision: state the margin of error and confidence level for estimates, or the effect size and power for comparisons, and show the calculation including any design effect for clustering. (4) Inflate for expected nonresponse with a stated rate and its basis. (5) Plan nonresponse handling: follow-up protocol and how respondent/nonrespondent differences will be assessed. (6) Pre-specify the weighting or adjustment approach if the achieved sample skews from known population margins.
