(5) Check sequencing and dependencies: an initiative that unblocks several others ranks above its standalone score, and doing a little of everything usually beats doing nothing well less often than focus does. (6) State the ranked list, what you're explicitly saying no or not-yet to, and the decision most sensitive to the impact estimates — because the value of prioritizing is the discipline of the cut, not the ordering of the winners.
