Prioritize the technical debt items listed: {debt_inventory}. Step 1: For each item, quantify the ongoing cost: development slowdown, incident frequency, onboarding friction, or blocked capabilities, using evidence from the input rather than assumed severity. Step 2: Estimate the remediation effort per item as small/medium/large. Step 3: Identify dependencies between items: debt that must be paid before other work becomes cheap, and debt that upcoming roadmap work will naturally touch. Step 4: Score each item by cost-to-carry versus effort, boosting items on the critical path of planned features. Step 5: Output a sequenced paydown plan with a one-line business justification per item, and explicitly list debt worth never paying.
